Process:

Part A is dissolved at room temperature in the mixture of ingredients under part B and 20% of the calculated amount of water.
Add the rest of water.
The ingredients under part C is added and stirred until the formulation is homogeneous.
The Ph adjusted to 6.0 with sodium hydroxide and the viscosity is adjusted with sodium chloride (salt)
